PubMed Central Canada (PMCC) is a web-accessible Canadian archive or repository of biomedical and life sciences research that provides access to free full-text peer-reviewed articles. As such, PMCC is the major source of biomedical research published in both of Canada's official languages, English and French. As well as providing access to a stable and permanent archive of journal research, PMCC builds on and complements its American counterpart, PubMedCentral, the US National Institutes of Health (NIH) digital archive of biomedical sciences literature. The goal of PMCC is to build a research repository by Canadians about Canadian biomedical research. Its philosophy aims to provide a platform and searchable index for all Canadians. Although PMCC is not widely-known, it presents real opportunities for medical librarians to influence the direction of archiving biomedical research in Canada. It was created in late 2009.

How are submissions managed?

PubMed Central Canada (PMCC) accepts peer-reviewed manuscripts that have had CIHR funding; the NIH manuscript submission process is not available through PMC Canada. Manuscripts that are the result of NIH funding must be submitted to the U.S. PubMed Central. PMCC aims to be the major access resource for Canadian supported health research. To optimize the value of this Canadian-based archive, PMCC plans to collaborate with other funders who have committed to providing public access to their health research.

Who manages submissions to PubMed Central Canada?

PMC Canada (PMCC) is a collaborative effort between the Canadian Institutes for Health Research (CIHR), the Canada Institute for Scientific and Technical Information (CISTI) at the National Research Council (NRC) and the National Library of Medicine (U.S.). Operational support is provided by CISTI. To use the manuscript submission system, CIHR researchers need to sign up for a PMCC accoun. PMCC receives its content through PubMed Central and CIHR-funded researchers who submit their manuscripts. UKPMC and PMCC include US content, with the exception of articles from publishers who have not yet given permission for deposition. Since 2006, PMC Participation Agreements have included permission to make participating journals content available automatically. PMCC includes a bilingual interface, a manuscript submission system and a help desk. Plans for the future include a customized front-end with enhanced reporting and alerting features. A committee of Canadian health researchers and stakeholders will guide future development. PMCC is OAI-PMH compliant allowing institutional repositories to harvest metadata and full-text content for their IRs. CISTI and CARL / ABRC studied the feasibility of implementing the SWORD protocol for simultaneous deposit in PMCC and Canadian institutional repositories but this was not possible in the first release. What is the role of Canadian biomedical research in PMC Canada?

The Canadian Institutes for Health Research (CIHR) supports the creation of new knowledge and its translation into improved health, more effective health services and products, and a strengthened Canadian health-care system. CIHR’s Policy on Access to Research Outputs requires health researchers to make peer-reviewed publications arising from CIHR-funded research projects freely accessible within six months of publication. PMCC provides health researchers with a mechanism to comply with CIHR’s access policy, and provides open access to health sciences literature.

UK PubMed Central

A version of PubMed Central, based on the US version, was implemented in the United Kingdom in 2006 - UK PubMed Central (UKPMC). UK PubMed Central is a service of the UKPMC Funders Group working in partnership with the British Library, University of Manchester and the European Bioinformatics Institute in cooperation with the National Center for Biotechnology Information at the U.S. National Library of Medicine (NCBI/NLM). Wellcome Trust has been a lead partner/funder in making UKPMC happen. UKPMC includes content provided to the PubMed Central International archive by participating publishers. Fragmentation of biomedical literature

Information retrievalists should be aware that the content in the three different PMC repositories is different, and each website should be therefore searched individually. There is some question about whether Google and Google scholar will successfully search and aggregate content from all three repositories. A safe assumption is that unique content in each repository will need to be searched, and unique items will be found in all three locations. Here is some useful information about the creation of UKPMC

  • Searches are run at PubMedCentral in United States first
  • Results then link back to UKPMC
  • Results may include articles only available at PMC (U.S.)

PubMed metadata

PMC metadata can be accessed using NCBI's E-utilities. Many articles in PMC are assigned a PMID and PMCID although these two IDs are different; full-text cannot be retrieved via e-utilities. The PubMed Central Open Archives (PMC-OAI) Service is where metadata can be accessed. Many articles can be retrieved via the base URL http://www.pubmedcentral.nih.gov/oai/oai.cgi. PMC-OAI is an implementation of the OAI-PMH, a standard for retrieving metadata from digital archives.
