Average Income highest in Dublin Region

In 2005 the disposable income per person in the

Southern and Eastern

region was

3.0% above the State average while the corresponding figure in

the Border

Midland and Western

NUTS 2 region was 8.3% below the State average. The gap

of 11.3 points between the two regions is similar to the gap of 2004 and somewhat
lower than that of 2003 (12.9 points).

The Dublin region had the highest disposable income per person of the eight
regional authority areas, being 13.0% above the State average in 2005; the
comparable figure in 2000 was 16.5%. The disposable income per person of the
Border region was 9.4% below the State average in 2005 and was the lowest of the
eight Regional Authority Areas; the relative position of the region has improved
since 2000 when it was 12.6% lower than the State average.

At county level, the only counties, with an average disposable income per person in
excess of the state average were Dublin, Limerick, Kildare and Wicklow. At the lower
end of the scale there were nine counties with disposable incomes per person below 90%
of the State average and seven counties between 90% and 95% of the State average.

Results of the 2006 Census of Population have been incorporated in this release.
Updated data on the distribution of compensation of employees between
counties and regions have also been used in their compilation. Revisions have
been made retrospectively to 2000 (see background notes for further details).
The results agree at State level with the publication “

National Income and

Expenditure 2006

”.

The results are supplied at regional and county level. However, the county data
should be regarded more as indicative levels rather than as accurate precise figures.

Differences from cash income

These estimates allocate to regions and counties the various components of income
for the household sector as compiled in the National Accounts.

Household Income includes

Wages and salaries (including employers’ contributions to social insurance
and pension funds and imputed pension contributions by the State for its
employees)

Income from self employment

Transfer payments from the State; these include the imputed value of some
non-cash benefits, which accrue to households such as secondary and
university education, free medicines and free fuel and transport for the elderly.

It also includes, in conformity with the definition of income in the National Accounts,
the imputed value of own farm consumption and income in kind, as well as the
imputed rent of owner occupied dwellings (i.e. the estimated rent that the occupier, as
a tenant, would pay if the dwelling were rented). Household income on this national
accounting basis is therefore not the same as the cash income that accrues to private
households.

Regional GDP

GDP per person higher in Southern and Eastern Region

(Note: GDP and GVA are the same concept i.e. they measure the value of the goods
and services (or part thereof) which are produced within a region or country. GDP is
valued at market prices and hence includes taxes charged and excludes the value of
subsidies provided. GVA at basic prices on the other hand excludes product taxes
and includes product subsidies – see table 14).

The average output level per person in the

Southern and Eastern

region, as measured

by gross value added, was 10.8% above the State average in 2005. The level of GVA
per person in the Southern and Eastern region increased by 41.2% in the period 2000
to 2005 whereas the GVA per person in the Border, Midlands and Western region
increased by 39.5% during the same period.

The gross value added per person in the

Border, Midland and Western

NUTS2 region

was 70.3% of the State average in 2005, down from 71.8% in 2004, but its relative
position is higher than it was in 2002 and 2003 (see table 10). When measured against
the EU average it has also decreased from 102.2% to 101.2% over the same two years
(see table 11).

At the NUTS3 regional level, the

Dublin

region had the highest GVA per person in

2005 at 40.9% above the State average. The combined

Dublin plus Mid East

region in

2005 was 23.1% above the State average. The level of GVA per person in this region
has exceeded the State average by at least 17% in each year since 2000.

Dublin

and

Mid East

regions are combined together as they are affected significantly by workers

living in one region and commuting to work in the other.

Meanwhile the

Midland

region has the lowest GVA per person in 2005 at 66.5% of

the State average.

Gross Value Added is not a measure of household income

. It is a measure of the

value of goods and services produced in a region. It therefore includes, in particular,
the profits of multinational companies, much of which accrue to non-residents. (See
Background Notes). Variations from year to year at regional level are, therefore,
affected by changes in the profits reported by these companies.

County Incomes and Regional GDP

Background Notes

Introduction

Household incomes were first published in 2000 (Household Incomes Regions and Counties
1991-1997 – Pn 8218) and the publication included a detailed description of the methodology
used to estimate the regional values of the income components. Since then, results have been
issued on an annual basis.

Regional accounts were first published in 1996 (Regional Accounts 1991 – Pn 3232). They were
in respect of 1991 and a full description of the methodology used was included. A further set of
accounts in respect of 1993 was published in 1997 with some additional methodological details.
Results have been published annually since.

Revisions

Revisions to national accounts data published in National Income and Expenditure 2006 have
been carried through into these tables, as is the usual practice. Furthermore, results of the 2006
Census of Population on employment and commuting patterns have been used for the first time in
the household income series and included on a graduated basis retrospectively to 2003. Updated
data on compensation of employees in counties and regions were also employed in the estimates
in this release. These latter data were used in the revised series retrospectively to 2000 to
distribute the wages and salaries aggregate for certain sectors between regions and counties. The
revised series for

disposable income

is quite close to the previous series at the year 2000 and the

revisions are considered to cause little discontinuity in the disposable income series. However,
the revision to the

total income

series in 2000 is somewhat more significant. The county data are

more affected than the NUT2 or NUTS3 regions.

The estimates for the State for the different components of household income have already been
published in the National Income and Expenditure Report 2006 (NIE 2006). The

other current

transfer payments

to and from households are included in this household income report on a net

basis with

social benefits

.

Per Capita

Incomes

The CSO publishes population estimates at regional level annually but not at county level.
County populations for 2000 to 2005 have been estimated in this report by applying the year to
year changes at regional level, shown in the revised regional population figures which were
compiled following the publication of the 2002 Census and the 2006 Census, to the counties
within the regions. The population figures for 2002 have been taken directly from the 2002
Census.

Statistical

Discrepancy

The official level of GDP is taken to be the average of the independently compiled Income and
Expenditure estimates. The resulting balancing item which is half of the difference between the
two estimates is called the Statistical Discrepancy. This must be added to the income
components in tables 1 and 2 to derive Total Household Income.

Gross Value Added at

basic prices

is a measure of the value of the goods and services produced

in a region (less the materials and services used which come from outside the region) priced at
the value which the producers received minus any taxes payable and plus any subsidies
receivable as a consequence of their production or sale. GVA differs from household income in
three main respects. Firstly, GVA includes the total profits of companies. Company profits
arising in the State, which accrue to non-residents, are considerable. Secondly, the workforce
that produces the GVA in a region may not live there and may bring their incomes home to a
neighbouring region. Thirdly, personal income includes items such as social welfare benefits
and factor incomes from abroad, which are not included in GVA.

Revisions

Revisions to national accounts data, which were incorporated retrospectively into the
publication “NIE 06”, have been carried through into these tables, as is the usual practice.
Furthermore, results of the 2006 Census of Population have been used for the first time in this
regional GDP series and included on a graduated basis retrospectively to 2003. Updated data on

Valuation

Value added is firstly calculated at

factor cost,

which includes all subsidies and excludes all

taxes. Conversion to a valuation at

basic prices

is achieved by subtracting

overhead

subsidies

and adding

is then obtained by subtracting

subsidies and adding

product

taxes (see table 14

)

. Most of the tables in this report on GVA are

based on GVA at basic prices. However, tables 15a to 18a are based on GVA at factor cost. The
results in the release are based on the ESA95 system of accounts which is now in use throughout
the European Union. Results provided in earlier releases (up to

GDP by region 1997

) were

based on the ESA79 system of accounts. GVA is one of the principal concepts used in deciding
eligibility for structural funds within the EU.

Regions

The regional classifications in this release are based on the NUTS (Nomenclature of Territorial
Units) classification used by Eurostat. The regions for which the accounts have been compiled
are the eight Regional Authority NUTS3 regions. The Mid East region (Kildare, Meath and
Wicklow) and the Dublin region are affected by a substantial proportion of their workforce
living in one region and commuting to work in another. It is therefore more meaningful to
combine these two regions. The definition of the regions is outlined below. Figures have also
been shown for the two overall NUTS2 regions i.e. “Border, Midland and Western” region and
“Southern and Eastern” region.

EU Average

The indices of GVA per person in relation to the EU27=100 for years 2000 to 2005, shown in
table 11, are based on the relevant position of Ireland as given on the Eurostat website.
