CDA launches environment friendly housing scheme

Islamabad May 03, 2011: Capital Development Authority (CDA) has announced Park Enclave-an environmental friendly model housing project in the heart of the Federal capital Islamabad consisting of 700 houses in phase-I and another 600 houses in phase–II equipped with stat of the art facilities. The Park Enclave, the first scheme of its kind introduced today is located on Park Road and Chak Shahzad at its intersection with Kurri Road . CDA is expecting more than Rs 10 billion from sale of the plots in the first phase in this dream housing project planned to be inaugurated by the Prime of Pakistan Syed Yousaf Raza Gillani during the current month.

This was announced by the chairman CDA imtiaz inayat Elahi while addressing a crowded media briefing here today at Jinnah Convention Centre. He was accompanied by the Member Finance CDA Saeed Ur Rehman and Member Planning and Design Tahir Shamshad.

The chairman said the scheme will be developed in two phases. In Phase-I, a gated housing community comprising of about 700 houses shall be developed. More green area has been managed through the planning of 500 sq.yds. Plots spread on only 40% instead of 55% area currently allowed in Islamabad. About 60% will be used for roads, green areas and other amenities.

Giving a background of the development of housing facilities in the federal capital he said that the Islamabad city is divided into five main zones. The total area of the city is 906 sq.kms. Out of the five main zones of the city, zone IV is the one covering the largest area of about 70,000 acres. The City was developed typically in 2 x 2 km sectors with a central commercial area or Markaz. The most populated Zone in Islamabad is Zone I and the last housing project offered approximately 20 years ago were E-12 and D-12.

Chairman said that in a recent development, Supreme Court of Pakistan has allowed housing in Zone-IV. Therefore, a zoning plan for Zone-IV has been prepared having sub zones for different land uses, including residential use. Even after the announcement of Zone-IV regulations, so far no housing project has obtained NOC from CDA. The main concept given in regulations for housing in Zone-IV is to develop modern Environmental friendly housing for sustainable development. The Zone-IV provide a suburban green field environment for its residents and CDA intend to provide them modern civic facilities while they enjoy natural beauty of open greens and clean air.

 He said CDA being eco-friendly organization and trendsetter in the country intend to plan, design and develop an environmental friendly model housing project in Zone-IV. The project will not only providing contemporary living but will be a model to be followed or replicated / adopted by the developers. CDA intends to undertake few housing projects in Zone-4 based on the above concept with all basic civic amenities available within the enclave or vicinity.

The scheme is Ideally located just only 4 km from Islamabad Club having intersection of two 600 wide Roads, conveniently accessible from all major roads such as Kashmir Highway, Park Road, Lehtrar Road, Kuri Road & Islamabad Highway. The project has Green and Clean Environment, civic amenities including mosque, school, club House (Including facilities of swimming pool, squash courts, Tennis courts, Badminton Courts, Indoor games and Gym etc. the housing scheme  has parks, Children Play land, Open Air Restaurant around lake with a walking Trail, Cricket & Football Ground, Modern Shopping Malls, Modern Landscaping, Walkways ,  Jogging track around Cricket and Football grounds, CDA Enquiry Office, Higher Level Amenities provided in Phase II.

Infrastructure Facilities include minimum. 50 Ft Wide Streets and 100ft Wide Boulevards , Predesigned Services Ducts, Underground Electricity & Sui Gas System, 24 X 7 Potable Drinking Water, Efficient Drainage & Sewerage System, Solid Waste Management System, Broadband Optical Fiber Network, Environment Friendly Planning & Development and  Positive Energy Waste Treatment Plant.

Special Security arrangements include Gated community with sub security sections, Bio and Face recognition access at central gate, Guest reception area at central gate , Video Conferencing in between House and central gate, Database of servants, regular visitors and criminals etc., Wireless communication between guards and central office, and Camera’s at street corners with recording system

Environment & renewable energy is the added feature of the scheme as it would have Zero or Least Emission Houses, Bio-gas Generation at Combined Waste Treatment Plant, Treated Effluent For Gardening & Road Washing., Solar Street Lights and Communication Panels, Solar Panels at Roof Tops For Domestic Use, Solar Heaters for Water Heating and Rainwater Harvesting for Flushing Toilets.

It would also be equipped with Broadband (Telecom, TV & Internet) having Fiber to the home (FTTH) network for all type of communication, telephone network with internal free access, Broadband high speed internet, High speed gaming for children, HDTV & TV on demand, Distance learning for homework from community school, Digital Library, Books, and videos, Communication media for Traffic control system and Communication media for Security system

For the first time, CDA is introducing water metering and billing through digital metering as a pilot project. CDA will provide 8-10 different designs based on Eco Architecture to be developed in the Park Enclave. The proposed designs of the housing Units would have low energy footprint incorporating the contemporary green building concept.

The CDA facilitation office will not be a typical enquiry office but will act as a consultation and facilitation Office. It will be equipped with a modern call center for recording complaints and enquires for further transmission to engineering staff for implementation. Necessary sheets for steel cutting and mixing mortar shall also be provided to the allottees to avoid road damage and for environmental control.
