What We’re Buying

z

800,000 sq ft Hub will serve 250,000 people/day.  Far more than “simply a PATH 

station,” it will be a Grand Central Station for Lower Manhattan – the 3rd-largest hub 

in NYC – and serve commuters from two states and all five boroughs;

z

Before completion, two temporary PATH stations must be built and deconstructed at a 

cost of more than $400 million, almost $100 million of which is included in the budget;

z

$75 million extra for loss of Hub construction productivity and additional construction 

for the deck directly attributable to delivering the Memorial Plaza on 9/11/11;

z

$591 million worth of security infrastructure and hardening, given that Hub and retail 

space are the only facilities on site that are completely accessible to the public;

z

$281 million to build a permanent support (“underpinning”) for the #1 subway line;

z

Increased transportation capacity (and secure FTA’s $2.2 billion), construction of 3 

extended 10-car platforms, 1 entirely new platform, all ADA-compliant; 

z

500,000 sq ft of first-class retail and restaurant space to help revitalize the Lower 

Manhattan economy (larger than the retail in the Time Warner Center);

z

Most integrated underground pedestrian connections in NYC - linking PATH, 13 subway 

lines, the BPC Ferry, the Memorial, Towers 1, 2, 3, 4, and the World Financial Center;

z

Iconic public space, as opposed to another current Penn Station.

Settled a seven-year old land claim w/St. Nicholas Greek Orthodox 

Church that delayed the VSC’s construction;

Acquired from the FTA full control over the VSC’s design, procurement 

and construction, thus removing a layer of federal requirements from 

the project;

More realistic scheduling of abatement and demolition of 130 Liberty 

Street;

A police and security agreement with the City of New York for the 

World Trade Center area that will give greater certainty over how the 

VSC will interact with the rest of the site’s security plan.
