Since INS Blunder. . . much has changed in the way student visas are issued. Foreign students used to be allowed to enroll in U.S. institutions while holding a tourist or business visa—as long as they had applied for a change to student status. That all changed on April 8th. The proper issuance of international student visas has become of great concern to national security and UCEA is monitoring new rulemaking processes for student visas. (More)

Going Digital.
Everything is going digital, including public broadcasting and universities. But it's not cheap. Not all stations will be ready to make the change to digital television (DTV), the FCC's new broadcast standard. PBS officials estimate that as many as one-third of its 347 stations nationwide may miss the May 2003 deadline and lose their broadcasting licenses.(More)
